What is ICP-Brasil?
Provisional Measure 2,200-2, of 2001, guarantees the validity of digital signatures in contracts, as it is responsible for regulating digital certification in Brazil and establishing the Brazilian Public Key Infrastructure (ICP-Brasil).
The ICP-Brasil Digital Certificate is a signer authentication method that guarantees the legal validity of electronically signed documents. By using this certificate, the signer is performing a qualified electronic signature, as established by law.
Electronic signature platforms are used to authenticate individuals at the time of signing and ensure document security. In addition to collecting and recording the authentication method, the platform protects the document to prevent subsequent alterations. This ensures the integrity and reliability of the electronic signature process.

Hierarchical organization
Provisional Measure No. 2,200-2/2001 established ICP-Brasil (Brazilian Public Key Infrastructure), which is composed of four main parts:
- Management Committee
- Root Certification Authority - Root CA
- Certification Authorities - CA
- Registration Authorities - RA. This structure enables the secure use of the internet for electronic communications and transactions in Brazil.
The Management Committee is responsible for coordinating ICP-Brasil, creating rules for the operation and accreditation of CAs and RAs. They are also in charge of auditing and overseeing the Root Certification Authority.
The Root CA is the National Institute of Information Technology - ITI - and is the main authority in the certification chain. Its role includes implementing the Management Committee’s policies, managing certificates issued by CAs and RAs, as well as auditing and oversight. It is important to note that ITI is not allowed to issue digital certificates to end users.
Certification Authorities (CAs) are responsible for issuing digital certificates to end users. In short, they are the companies responsible for providing certificates to individuals and legal entities. The list of accredited CAs can be found on the ITI website. www.gov.br/iti/pt-br
Last but not least, we have the Registration Authorities (RAs). These entities are responsible for identifying and registering end users, as well as forwarding requests for digital certificate issuance to the CAs with which they are affiliated.
ICP-Brasil is an essential tool for ensuring the authenticity, integrity, and legal validity of electronic documents in Brazil. This is only possible thanks to the collaboration of entities such as the Management Committee, Root CA, CAs, and RAs, which have complementary and interdependent roles to ensure the security of the digital certification system.
